How Many Staff Do I Need Per Shift? A Working Guide

The answer: you need enough people to handle expected volume, cover the fixed tasks that happen regardless of foot traffic, and stay above the minimum floor coverage below which the shift breaks. For most independent retail shifts that's 2–4 people; for a busy weekend at an experience venue it might be 6–10. But the number isn't a rule — it's the output of three inputs you already know, once you sit down and look at them.

You've probably published this week's roster and still had the same nagging thought: am I about to under-staff Saturday, or burn wages on a quiet Tuesday again? That doubt isn't a planning failure. It's what happens when you're sizing shifts by feel.

The three inputs that actually set your headcount

Every shift-sizing decision comes down to three things. Nail these and the number falls out.

1. Expected volume for that window. Transactions per hour for retail. Bookings, walk-ins, or bowlers-per-lane for a venue. Look at the same day and time from the last four weeks — not last year, not "typical." Recent data.

2. Fixed tasks that happen regardless of traffic. Opening cash, receiving stock, restocking the shop floor, cleaning between sessions, closing the till, cashing up. These need bodies whether you have 8 customers or 80.

3. Minimum viable floor coverage. The number below which the shift breaks — someone can't take a break, the fitting room goes unwatched, an escape room can't be reset in time. This is your floor, not your target.

Add volume-driven headcount to fixed-task headcount. Check it clears your minimum. That's your number.

Worked example: a boutique on Saturday vs. Tuesday

Say you run a clothing boutique. Two shifts, same store, very different answers.

Saturday, 12–5pm. Recent Saturdays show about 30 transactions across those five hours — six per hour, but they cluster 1–3pm. Average transaction takes six minutes with try-ons and folding. That's one person tied up on the floor almost constantly during the peak, plus someone on the till, plus someone refolding the mess behind them. Fixed tasks (restock, fitting room resets) run through the shift. You need 3 people on 12–5, tapering to 2 after 4pm.

Tuesday, 9am–1pm. Recent Tuesdays: 8 transactions across four hours. Two per hour, no cluster. Opening tasks take 45 minutes. You need 2 people from open to 10am, then 1 person can hold the floor solo until lunch trade picks up — if it picks up at all.

The trap: "we always do three on Saturday." Last Saturday might have been a long weekend, a local market, a school holiday. Check the pattern before you assume it.

Venue operators: when the answer changes week to week

If you run an FEC, escape room, trampoline park, or mini-golf course, your headcount question is harder because your demand isn't stable across weeks — it's stable across types of weeks. A regular-term Saturday and a school-holiday Saturday are different businesses.

Bookings data helps, but only if you read it right. School holidays and long weekends can double walk-in traffic on top of pre-booked sessions. A trampoline park that runs fine with four casuals on a term-time Saturday might need seven on the first Saturday of the holidays — one extra at the front desk, one extra on court supervision, one more for turnover between sessions.

The casual pool problem: you can't just add a name to the roster if that casual isn't available or trained. Sizing the shift right means knowing, three weeks out, which casuals you'll actually get. Build the roster to the demand, then confirm the pool covers it — not the other way around.

Australia: getting the number wrong costs double

If you're rostering casuals in Australia, headcount mistakes hit you twice. Once on service, once on the wage bill — because a Sunday casual under the General Retail or Hospitality award costs meaningfully more per hour than a Thursday casual once penalty rates and casual loading stack up.

An extra casual you didn't need on a Wednesday afternoon is a mistake worth maybe $25–30 an hour. The same extra casual on a Sunday, on a public holiday, or late on a Saturday night can be $45–60+ an hour depending on the award and the loading. Roster one head too many across a busy weekend and you've quietly given away the margin the weekend was supposed to earn.

The flip side is just as real. Under-rostering a Sunday to save on penalty rates and then losing sales because there's no one on the floor is the more expensive mistake — you paid the rent and the base wages, and left revenue at the door.

Get the number right first. Then roster the shift.

Once you have your inputs, the arithmetic is the easy part

The thinking above is the part no tool can do for you — you have to know your volume, your fixed tasks, and your floor. But once those are in front of you, running the numbers across a full week of shifts by hand is where most operators give up and go back to rostering by feel.
